Based on the March 2022 Labor Force Survey of the Philippine Statistics Authority, there are more than 17 million informal workers, including tiangge, ambulant and street vendors, plus over 1.3 million sari-sari stores that remain unregistered with the Bureau of Internal Revenue (BIR). Generally, they fall under the category of micro enterprises. However, under Revenue Regulation No. 11-2000, self-employed individuals with annual gross sales not exceeding P100,000 are classified as marginal income earners. While they may also apply for Barangay Micro Business Enterprises (BMBE) certification to avail of income tax exemption, they are exempted from: P500 annual registration fee; maintaining books of accounts and submitting audited financial statements; issuing official receipts; 12 percent value added tax (VAT) or 3 percent business (percentage) tax; and expanded withholding tax. Ibnu Aqil (The Jakarta Post) PREMIUM Jakarta   ● Mon, August 8 2022 Activists have condemned police treatment of protests against the Komodo ticket-price hike, saying that it shows the government has responded with repression to criticism against the Labuan Bajo development that disenfranchised local residents and the tourism industry. On Aug. 1, the government increased the ticket price to Komodo and Padar Islands of the Komodo National Park to Rp 3.75 million (US$251), from the previous ticket price of around Rp 200,000. In fact, the out-of-pocket cost burden can be “ financially toxic ” to patients, causing personal bankruptcy or simply take a substantial bite out of people’s discretionary income. Should the Inflation Reduction Act pass later this month, the imposition of a $2,000 cap on Medicare beneficiary out-of-pocket spending on outpatient drugs would address the issue of financial toxicity to some degree, at least for one segment (Medicare) of the market. Currently, 1.5 million medicare beneficiaries pay more than $2,000 out-of-pocket for prescription drugs, while 1.3 million spend more than $7,000. Many of these Medicare beneficiaries are cancer patients. High patient out-of-pocket costs aren’t just a reflection of a poorly designed Medicare prescription drug benefit.
