UGC forms committee, finalising rules to allow foreign universities to open campuses in India

Yale University India’s higher education regulator has constituted a committee and will soon finalise rules to allow foreign universities to open campuses in India, months after the Union Budget underlined the intention to liberalise the higher education space. The University Grants Commission (UGC), the apex higher education regulator, is not just working to open foreign university campuses at the Gujarat International Finance Tech (GIFT) city, a special economic zone, but also on the mainland. “UGC is working on preparing the regulations to facilitate foreign universities to open their campuses in India. A committee has already been formed by UGC, and their deliberations are in the final stage,” UGC Chairman M Jagadesh Kumar told Moneycontrol on May 16. “We have already been approached by a few foreign institutions to open their campuses in India. Obviously, it varies widely with how much sun is shining and how strongly winds are blowing. The energy mix on Easter Monday was 39% wind, 21% solar, and 16% nuclear. Gas power plants provided 10% and coal plants provided zilch. Wood-burning biomass was 4%. But the race to renewables had already been won by a large state with low population in Australia. In October 2020, South Australia’s electricity was carbon-free – for one hour – powered by large-scale wind and solar but also by rooftop solar collectors (one in four houses have rooftop solar in Australia). There’s a new way for investors to bet on the miracle of American natural gas and the genius of Charif Souki. As of last week Souki’s Tellurian Investments completed a reverse takeover of publicly traded Magellan Petroleum. The company has been renamed Tellurian, has a new ticker symbol (TELL), and big plans to build a new liquefied natural gas export facility in Calcasieu Parish, La. The project, called Driftwood LNG, will cost around $12 billion, and have the capacity to export 26 million tons of LNG per year, the equivalent of about 3.6 billion cubic feet of gas per day. Construction hasn’t started yet, but Souki expects Driftwood to be operational in late 2022.
