MANILA - A magnitude 5.3 earthquake struck off Dinagat Islands on Monday morning, the Philippine Institute of Volcanology and Seismology (Phivolcs) said. The tremor hit at 10:16 a.m., some 50 kilometers northeast of the town of Loreto. Phivolcs said it was tectonic in origin and had a depth of 31 kilometers. CHEd OKs free tuition in 27 more LUCs.The Commission on Higher Education (CHEd) has added 27 more local universities and colleges (LUCs) to the list of tertiary schools implementing free tuition starting Academic Year 2019-2020. The 27 educational institutions are in addition to the 76 previous LUCs and 111 state universities that have been providing free tuition to students since the enactment of Republic Act (RA) 10931 or the “Universal Access to Quality Tertiary Education Act” in 2018.
