The Environmental Protection Agency’s (EPA) recent proposal setting National Ambient Air Quality Standards (NAAQS) for fine particles (PM 2.5 ) may be the poster child for that warning. It chases diminishing marginal returns while constraining investments in activities important for other goals, including modernizing infrastructure and combatting climate change.
