When it comes to housing, the dominant topic these days is what is typically tenant/landlord law, rules that govern the operation of rental housing. The discussion has come even more narrow that that; today “housing” is almost synonymous with “eviction.” The problem is that regulating eviction won’t improve housing policy any more than regulating divorce will improve the life of families in the country. In 2009, Eva Locke, Pat Levenson, and Barbara Gardner teamed with the Institute for Justice to fight back against an interior design cartel—yes, this is such a thing—and the oppressive licensing law it pushed through in the mid-1990s. At that time, the law made Florida one of only three states in the nation to make it a crime to practice interior design without a government-issued license.
