COLUMBIA, S.C. — South Carolina lawmakers are taking steps to lure the Carolina Panthers to move their practice facility and operations across the North Carolina state line by introducing legislation that would provide tax credits and incentives to professional sports teams. Members of a House subcommittee will meet Tuesday afternoon to discuss the Professional Sports Team Investment Act. The legislation comes after talks last week between South Carolina Gov. Henry McMaster, lawmakers and Panthers owner David Tepper. No deal has been finalized. The proposal would allow the NFL team to be eligible for tax credits and exemptions, incentives they wouldn't have been eligible for under current laws. Football players don't practice enough hours to be considered full-time employees in the state. NFL teams have proposed major changes to replay and overtime after a season of consistent criticism of officiating and which plays can be challenged or automatically reviewed. Among the proposals teams have made to the league’s competition committee are an increase in the number of plays subject to video replay review and a change to the overtime format. The competition committee will present teams’ proposals and some of its own to the 32 owners at the league meetings March 24-27. Several teams are proposing major moves. The Washington Redskins, for example, wants any play to be subject to coaches’ challenges or to automatic review by the officiating department in New York.
