The Marcos administration will borrow from small creditors, through the sale of Retail Treasury Bonds (RTBs), starting next week to help finance projects aimed at boosting the country’s recovery from the pandemic. The Bureau of the Treasury (BTr) is expected to initially sell P30 billion worth of the RTBs in an auction on Tuesday, Aug. 23. This will be held instead of the earlier scheduled treasury bond auction for that day which the BTr has already canceled. On its social media site, the BTr has advertised the offering of the RTBs for “investments” of at least P5,000 to retail investors. It will be the first RTB issuance under the Marcos administration but the 28th for the Philippines overall. National Treasurer Rosalia de Leon neither confirmed nor denied the forthcoming fund-raising through RTBs. While RTBs are borrowings, the BTr usually pitches it as an investment option for retail investors, given its higher annual yields compared to bank accounts and other investment … [Read more...] about Gov’t to borrow from small creditors starting next week

‘The Last Movie Stars’: The Coveted HBO Max Limited Documentary Series Appeals To All Ages
Share to Twitter Share to Linkedin As cultures and communities evolve, TV and streaming genres do as well. So, it is particularly refreshing to see how positively the audience (and the critics) have responded to HBO Max’s limited documentary series The Last Movie Stars . Designed both as a showcase for the older generation familiar with the body of work on film by Paul Newman and Joanne Woodward, and for the younger generation, perhaps, not as aware of them (if at all), The Last Movie Stars breaks the stereotype that viewers of a specific age range will only consume certain types of content. Fans and viewers of all ages have responded to this documentary tale of these two film legends who, surprisingly, kept much of their lives private. “They had love, they had family, and they were ethical citizens,” noted director Ethan Hawke in the film, who in this six-part tour de force assembles a wide array of celebrities (including George Clooney as Paul Newman … [Read more...] about ‘The Last Movie Stars’: The Coveted HBO Max Limited Documentary Series Appeals To All Ages
States Laws & Insurance Coverage for Fertility Treatments & Medication
People who are affected by infertility do have options to try, but in vitro fertilization (IVF) and the diagnostics, medication, surgery, and other treatments can be expensive. In some cases, medical insurance will cover many of the costs, but in other cases it won't. On a global scale, 15% of reproductive-aged couples are impacted by infertility around the world, according to World Health Organization (WHO) estimates. The majority of people affected by infertility (including men, women, LGBTQ couples, and single people), will pay out-of-pocket . Depending on the treatment, out-of-pocket costs can easily reach thousands of dollars. Some states have laws that require insurance companies to cover treatment for infertility, but the laws vary. Here, we'll explain how state laws affect insurance coverage for fertility treatment in more detail. Key Takeaways Mandatory insurance coverage for fertility treatment and medication is not widespread in the U.S. Many insurers do … [Read more...] about States Laws & Insurance Coverage for Fertility Treatments & Medication
How To Pay for and Access a Legal Abortion
In Dobbs v. Jackson, the U.S. Supreme Court overturned Roe v. Wade, the half-century-old precedent that guaranteed federal abortion protections. After the controversial June decision, the matter was kicked back to the states, leading to a tangle of laws. It’s an ever-evolving landscape. Cost varies. Abortions are less expensive in the first trimester than later in the pregnancy. According to Planned Parenthood, the procedure can cost up to $750 in the first trimester, though it’s often less, and that amount climbs up to $1,500 later in the pregnancy. According to the latest available data from the Centers for Disease Control and Prevention’s Abortion Surveillance System, the vast majority of abortions happen in the first trimester, with 92.7% occurring at or before 13 weeks of gestation, which is the beginning of the second trimester. However, as discussed below, advocates say that sending the matter to the states has increased costs in some circumstances, potentially putting … [Read more...] about How To Pay for and Access a Legal Abortion
Germany slashes VAT on gas to ease burden from soaring costs
- A + A (Aug 18): Germany will temporarily cut sales tax on natural gas to 7% from 19% to ease the burden on households and companies suffering due to surging energy costs and hit by a new levy taking effect in October. Chancellor Olaf Scholz announced the move — which could cost about 14 billion euros (US$14.2 billion) in lost revenue — in a brief statement to reporters Thursday in Berlin and said the government expects suppliers to pass the VAT reduction fully on to consumers. The lower rate will apply from Oct 1 and expire at the end of March 2024. “With this step, we are reducing the burden for gas customers overall much more than the burden created by the gas levy,” Scholz said. “This reduced VAT rate will apply as long as the gas levy is collected.” The government is imposing the levy on gas consumers to help fund compensation for importers forced to pay higher prices due to Russia squeezing gas deliveries via the Nord Stream pipeline. If any of Germany’s … [Read more...] about Germany slashes VAT on gas to ease burden from soaring costs
Waiting longer for children’s second dose: Do benefits outweigh risks?
IMAGE Daniella Marie Agacer MANILA, Philippines—Months after the Philippines and other countries began vaccinating children against COVID-19, scientists and experts are now debating and discussing whether extending the interval between two initial doses would boost the young’s immunity. Data from the Department of Education (DepEd) showed that around 14 million basic education students in the same age group are eligible to receive COVID-19 vaccines. Why Norway euthanised a walrus that attracted crowds of spectators
(Image credit: @HughHarrop/Twitter) A walrus nicknamed Freya that attracted crowds while basking in the sun of the Oslo fjord was euthanised, Norway officials said on Sunday. "The decision to euthanise was taken on the basis of a global evaluation of the persistent threat to human security," the head of Norway's Fisheries Directorate Frank Bakke-Jensen said in a statement. "We carefully examined all the possible solutions. We concluded that we could not guarantee the well-being of the animal by any of the means available," he said. Officials had previously said they were considering euthanasia for the mammal because repeated appeals to the public to keep their distance from the young female weighing 600 kilograms (1,300 pounds) had been in vain. Freya, whose name is a reference to the Norse goddess of beauty and love, had made headlines since July 17 when she was first spotted in the waters of the Norwegian capital.
