Poe: Fines for colorum PUVs ‘certainly too much’
MANILA, Philippines—Senator Grace Poe on Friday said the existing fines for “colorum” public utility vehicles (PUVs) were “certainly too much” for drivers and operators. Colorum PUVs are those operating without a franchise permit or outside their franchise area. “The fines and penalties should be commensurate to the offense made. A one million peso fine for colorum buses is certainly too much,” Poe said in a statement. “If we really mean business, then the DOTr (Department of Transportation) and its attached agencies should beef up on the enforcement side of existing laws and regulations,” she added. Poe, chair of the Senate public services committee, made the statement after the DOTr expressed openness to suspend the Joint Administrative Order (JAO) 2014-01 which imposed heftier fines on colorum PUVs. Poe earlier asked the DOTr to suspend the 2014 order, calling it “illegal” as only the law can impose higher fines and penalties. DOTr to mall owners: Ban colorum PUVs from terminals or pay P1-M fine
Mall operators may be fined up to P1 million if they are caught allowing “colorum” public utility vehicles (PUVs) to operate in their terminals. Transportation Undersecretary for Roads Tim Orbos will meet with Metro Manila mall operators tomorrow, April 12, to remind them that they would be “made answerable” for the proliferation of colorum vehicles in their terminals. Under the Land Transportation Franchising and Regulatory Board’s Memorandum Circular No. 2017-030 which sets the guidelines for off-street terminal operations, violators face a minimum fine of P50,000 for every colorum jeepney and up to P1 million for every colorum bus. Transport groups in Metro Manila renewed calls for the suspension of a government order that raised fines to as high as P1 million for franchise violations, a measure already being challenged in the Supreme Court but which remains open for discussion at the Land Transportation Franchising and Regulatory Board (LTFRB). “We’re not against the law but where are the other government actions to help us so we can avoid violations?” said Efren de Luna, national chair of the Alliance of Concerned Transport Organization (Acto), during a consultation held at the Land Transportation Office (LTO) in Quezon City on Friday. Yellow dust blankets Seoul on Thursday as weather authorities warned of bad air quality through Friday. [YONHAP] Yellow dust descended on Korea on Thursday and was expected to linger through Friday, pushing fine dust levels up in the Seoul metropolitan area and some southern regions. The Air Quality Forecasting Center, run by the Environment Ministry’s National Institute of Environmental Research, blamed China for the air pollutants, saying that the yellow dust affecting Korea this week originated from northeast China on Wednesday.
