By Samuel Shen and Shu Zhang SHANGHAI/SINGAPORE (Reuters) - China's bad debt managers, whom Beijing hopes to play a key role in resolving financial risks, are in danger of becoming bad credits themselves as the leverage crackdown that fuelled a boom in their business now threatens their own access to funding. The practice of buying banks' non-performing loans (NPLs) at a discount and recovering them for a profit has grown rapidly in China since 2016. It has attracted a slew of new local players as well as foreigners including Oaktree Capital Group and CarVal Investors as Beijing's deleveraging campaign and economic restructuring produces a still-rising mountain of soured loans. Vietnam to chair 4th asset management company forum

VDATC deputy general director Pham Manh Thuong told the press on November 13 that the forum aims to improve capacity of the IPAF members, policy-makers and experts, contributing to stability of the regional economy. The IPAF will work to fortify its mechanism in response to economic crisis, thus promoting the recovery ability of the economy. Thuong said that the annual summit meeting slated for November 14 will look to finalise the agenda of the international conferences and issue joint statement which defines IPAF activities in its new term. Vietnam gets new debt trading company
According to the National Business Registration Portal, VNAMC has been set up with an initial charter capital of VND100 billion ($4.4 million) for the purpose of debt trading and debt trading brokerage and consulting, with Tran Ngoc Bich and Tran Uyen Phuong owning a 50 percent stake each. The two also serve as vice presidents of their father’s Tan Hiep Phat Beverage Group, Vietnam's largest domestic private soft drinks company. Bich is in charge of the group’s production management while Phuong is responsible for its marketing, public relations, and CSR programs. Observers said the establishment of VNAMC might be related to the entry of Tan Hiep Phat in realty industry. With the debt trading firm, Tan Hiep Phat can buy properties mortgaged by borrowing companies to enlarge its land fund, they said. Payday lender Wonga pushed to the brink as claims management companies look for ‘next PPI’
Payday lender Wonga is considering insolvency among the options as it tries to deal with a deluge of complaints from claims management companies looking for “the next PPI”. Wonga said it is assessing “all options” for the group, which is struggling under the burden of a large number of compensation claims. The controversial firm raised £10m from existing shareholders at the start of the month in a move designed to cover the cost of increased payouts. However, a spokesperson for Wonga said: “The number of complaints related to UK loans taken out before the current management team joined in 2014 has accelerated further, driven by claims management company activity.” Some industry experts say claims management companies – which seek compensation on behalf of customers for a fee – have set their sights on the payday lending sector, with the deadline for lucrative payment protection insurance (PPI) claims in August 2019 approaching.
