MANILA - PLDT Inc said Friday it asked the Court of Appeals to review a labor department decision ordering the company to grant regular status to thousands of workers. The company said portions of the decision were "inconsistent" with the law, jurisprudence and evidence submitted to the labor secretary. A petition for certiorari was filed with the appelate court last Wednesday, a day after Labor Day. Court of Appeals on Thursday vacated an order issued by the District’s Zoning Commission that approved the redevelopment of Barry Farm, a key public housing complex near the Anacostia Metro station. The decision hands a victory to citizens who oppose the project and throws a roadblock into plans by the city to transform the Southeast D.C. enclave into a mixed-income community with rentals and townhomes. In an opinion issued Thursday, Chief Judge Anna Blackburne-Rigsby vacated the D.C. The appeal of a former Portsmouth police officer convicted in 2016 of killing an unarmed man while responding to a shoplifting report was denied Wednesday for the second time.“Today the Court of Appeals agreed that the conviction of Stephen Rankin was proper in all respects, and we are thankful for this ruling," Commonwealth's Attorney Stephanie Morales said in a statement. "Our team of attorneys sought to uphold the law and seek justice, and we are glad to learn that the Court of Appeals agrees that we did so appropriately."Defense attorneys James Broccoletti and Nicole Belote did not immediately respond to requests for comment.Rankin was sentenced in October 2016 to 2½ years in prison for the April 22, 2015, shooting death of William Chapman II.According to court testimony, Rankin was investigating a shoplifting report that morning when he approached Chapman, 18, outside the Walmart on Frederick Boulevard.
