Like in many other states, liquor is an important source of government revenue in Kerala. The state’s Finance Minister, K N Balagopal, announced in the state this month that small manufacturing units will be encouraged to make wine and other alcoholic beverages using fruits and crops other than food grains. Balagopal also said old sugar mills at Thiruvalla and Chittur will be rejuvenated to make innovative products by retaining them in the public sector, a move aimed at creating more employment opportunities. Liquor industry experts see the decision to produce wine and minor alcoholic beverages using fruit in the backdrop of the failed attempt by a company to make alcohol from tapioca in the 1990s. In the 1990s this is where the late Anthony Bourdain was once chef, though, despite his eventual celeb status, the food and service never rose above the mediocre (given his own description in his book Kitchen Confidential of a drug-fueled staff, such was to be expected). Washington (CNN) The Supreme Court ruled in favor of a former high school cheerleader who argued that she could not be punished by her public school for posting a profanity-laced caption on Snapchat when she was off school grounds. The case involving a Pennsylvania teenager was closely watched to see how the court would handle the free speech rights of some 50 million public school children and the concerns of schools over off-campus and online speech that could amount to a disruption of the school's mission or rise to the level of bullying or threats. The 8-1 majority opinion was penned by Justice Stephen Breyer. "It might be tempting to dismiss (the student's) words as unworthy of the robust First Amendment protections discussed herein. But sometimes it is necessary to protect the superfluous in order to preserve the necessary," Breyer wrote.
